Abstract

Recently, some local private broadcasters have been ordered to correct for violating the restrictions on ownership of large corporations under the Broadcasting Act. Accordingly, this study analyzed the impact on the broadcasting market if the designation criteria of large corporations’ ownership regulation were changed and multiple ownership between private terrestrial broadcasters was allowed. The result show that if the standard of 0.5% of GDP was applied, the sustainability of local private broadcasters would be threatened as structural constraints would remain intact. On the other hand, if the standard for designation of large corporations is raised to 20 trillion won, companies with large investment capabilities and secured content IP are likely to enter the market, which will revitalize the content production market. In addition, when the multiple ownership regulation was abolished and regionalization proceeded, the incentives for some local private broadcasters to merge were high. It was predicted that the abolition of the multiple ownership regulation would have a significant effect on improving management efficiency, and that the production capacity of regional content would vary depending on the financial capacity or management method of the merged company.
