Abstract

The purpose of this study is to analyze the impacts of job-related factors, such as job autonomy, job resources, and job competency, on the innovative behavior of public employees and the moderating effects of transformational leadership. For this study, I utilize a questionnaire survey conducted by Korea Institute of Public Administration in 2020. In the study, I find three significant research results. First, job-related factors have statistically significant impacts on the innovative behavior of public employees. As expected, job autonomy and job competency have a positive effect on the innovative behavior of public employees. But, job resources have a negative effect on their innovative behavior. Second, job autonomy and job resources have a positive impact on the innovative behavior of public employees through interactions between these factors and transformational leadership. This result implies that transformational leadership has a moderating effect reinforcing the relationship between job autonomy & resources and innovative behavior. But, an interaction term between job competency and tranformational leadership does not have a significant effect on the innovative behavior of public employees. Finally, I analyze whether the impacts of job-related factors on the innovative behavior of public employees have differences between a central government and a local government. As results, job autonomy and job competency have a positive impact on the innovative behavior of public employees in both governments. Transformational leadership also has a moderating effect reinforcing the relationship between job autonomy and innovative behavior in both governments and the relationship between job resources and innovative behavior in only a local government.
