Abstract
Yu and Rhee (2011) show how to derive the simplified formula of the rate of change in welfare with respect to policy variables such as zoning and congestion tolls in the Anas-type land use-transportation model. I extend their methodology to the spatial equilibrium model in which traffic congestion coexists with production spillovers. Using the same methodology, we can derive the explicit formulas for first- and second-best policy instruments in the spatial equilibrium model where land and transport markets adjust internally.
