Abstract
As policies such as carbon neutrality and regional balanced development reshape economic and social structures, the scale of railway SOC projects is expanding due to increased investments from both public and private sectors in railway enterprises. The importance of making rational decisions to prevent the waste of social costs is increasing. However, the current investment evaluation system in our country applies costs and benefits in a restricted manner. This paper takes the non-inclusion of operator revenues, specifically 'fare revenues,' as a case study. It aims to assess the feasibility and methodology for incorporating 'operator revenues' into cost-benefit analysis by reviewing economic theories and international cases, and to present the effects of their inclusion.
