Abstract

Labor unions have not been main actors making voices actively in the politics of welfare in Korea. However, youth labor unions that emerged recently attracting great social attentions have advocated welfare programs for youth precarious workers energetically. What, then, are the main welfare issues that they have raised and what implications do these issues have for the prospect of the Korean welfare state? This paper provides an answer to the questions by examining the two cases of youth labor unions, “Youth Community Union”(YCU) and “Arbeit Workers’ Union”(AWU). The research reveals that the two unions have claimed considerably different kinds of welfare programs leading to different prospects of welfare states, although their members share similar outsiderness in the highly dualized labor market in Korea. The YCU has advocated for social investment policies which can be connected without much difficulties to a traditional universal welfare state. However AWU has championed a radical redistribution policy (basic income), which stands for totally different logic from existing welfare states. This paper, interpreting these prospects as two different reponses for adapting social protection system to dualization of labor market, suggests its social and political implications.
