Abstract

Purpose: According to the “Secondary Basic Plan for School Safety Accident Prevention” announced by the Ministry of Education, there are many kinds of facilities to be inspected in the safety inspection for school facilities, and they are also huge so efficient and practical inspections are not performed. This study aims to establish an assessment system that enables everyone who uses school facilities to inspect the disaster safety in their daily lives in order to create safe school space from disasters that occur every year in elementary, middle, and high schools. Method: In this study, the trends of disaster assessment tools in South Korea and Japan were identified, compared and analyzed, and the appropriateness and improvement of assessment methods of and assessment items of assessment tools in South Korea were reviewed. In addition, the effective assessment process was verified by comparing the assessment questions according to the disaster management phases of Federal Emergency Management Agency(FEMA)’s ‘Mission Area’ in order to establish a more systematic assessment system. Result: Disaster damage caused by global warming is a worldwide challenge, and as a countermeasure to this, a classification system with the particularity of school facilities was proposed through analysis on the South Korea’s assessment indicators. In addition, the comparison and analysis of Japan’s assessment indicators showed that assessment items according to the specificity of each disaster are necessary, and the systemization of the disaster assessment system was verified based on the disaster management phases of the FEMA.
