Abstract

On December 30, 2022, a carbon fiber sheet attached during repair work on the ceiling of the Tongbok Tunnel in Suseo–Pyeongtaek high–speed line fell, causing a power outage of catenary and diffusion of conductive dust. This destroyed the power car motor blocks of total 27 SRT high-speed train units passing through the section and occurred property damage worth of total 6.4 billion won. Afterwards the Ministry of Land, Infrastructure and Transport announced the investigation results of the accident and proposed countermeasures for railway vehicles and infrastructure. In this study we reviewed the accident investigation process and its methodology as well as related records and evidences to examine major issues and identify the specific occurrence process of the accident and its correlation with factors. Also we proposed sustainable recurrence prevention measures based on experts' technical review opinions. In addition we suggested institutional improvement for full-cycle safety management and accident investigation in cases where different entities take charge of railway maintenance and operation each as in this accident.
