Abstract
The administrative environment is increasingly volatile, uncertain, complex and ambiguous. Previous studies recommended that the government needs to become agile, adaptive, anticipative, intelligent, collaborative and competent in response to the changes in the administrative environment. This study discusses the alternative ways of government redesign, focusing on organizational structure and culture. The government needs to be designed as role-centered, spiderweb-shaped structures interconnected with each other. The central government consists of ministries for administrative support, and policy innovation as well as various policy areas, each ministry has bureaus for management support, and analysis and evaluation as well as specific policy areas, and all organizational units and civil servants need closely interact through spiderweb networks. With these structural changes, the government needs to establish new organizational culture, enhancing and using professionalism, the coaching role of supervisors, competency-based human resource management, and credits as incentives for collaboration. We expect that the redesign of organizational structure and culture will contribute to realize more competent and effective government.
