Abstract
Business evaluation indicators should reflect unique characteristics of the industry and involve fair and objective evaluation methods to encourage each company's business improvement; however, the current evaluation system for urban railway operators has been criticized for not satisfying these conditions. So, we will analyze problems of business evaluation of urban railway operators and suggest improvement measures. We will compare the Korean evaluation indicators with recognized international performance indicators to find problems in weightings, indicators setting, and evaluation methods, and will analyze the relationship between evaluation results for the most recent five years (2013-2017), as well as external elements, to verify if the results tend to be determined by external elements. Finally, we will suggest adding new indicators and changing evaluation methods to solve problems found. One limitation of this study is that it is not possible to conduct evaluation simulation based on the suggested indicators.
