Abstract

The proposed algorithm consists of the intraframe and the motion estimated interframe. The forward bit allocation by global and local activities is employed to compose linearly quantized IDC(Independent Decodable Code) and DDC(Dependent Decodable Code). The IDC part represents the for resolution and is used for trick play. The proposed algorithm is particularly useful for the tape recording, because it is capable of displaying good image quality during the trick play and the normal play.
