Abstract
As interest in leisure activities continues to grow, both the number of performances and audience attendance have steadily increased. Public cultural facilities play a significant role in this trend. Quantifying the economic value of such facilities provides an essential foundation for effective cultural policy-making. This study proposes an application of the zonal travel cost method using mobile phone data to estimate the value of cultural facilities. A case study of the Sejong Center for the Performing Arts is conducted to demonstrate the approach and assess the facility’s overall economic value. Using mobile phone data, regional demand functions for visits are constructed, and consumer surplus is estimated. The analysis shows that the per capita consumer surplus, excluding performance ticket prices, is estimated at 61,986 Korean won (KRW). When combined with the average ticket price, the total value per visitor is estimated at 105,842 KRW. Based on these findings, the annual economic value of operating the Sejong Center for the Performing Arts is assessed. To identify key factors influencing the value of cultural facilities, additional analysis is conducted. The results indicate that regional age demographics significantly affect visitation rates, while factors such as average local temperature and online search volume also contribute to variations in visitation. This study presents an empirical approach to valuing urban cultural facilities using mobile phone data, rather than survey-based methods, offering a novel framework for assessing the intangible value of public cultural infrastructure. Furthermore, the analysis highlights the need for tailored and diversified leisure policies that reflect changing regional demographic structures.
