Abstract

In this paper, we deal with the problem of evaluating the efficiency of an urban railway operation scheme using the DEA (Data Envelopment Analysis) method. We set four decision making units with the existing operation scheme, characterized by large-size of units and low-frequency of headway, and three alternatives to improve operation. The three alternative operation schemes are characterized by small-size of units and high-frequency of headway, and are expected to be realized by the VCTS (Virtually Coupled Train Sets)-based train control system, to be developed by a domestic research institute. From among variants of DEA models, we select the CCR (Charnes-Cooper-Rhodes) outcome-oriented multiplication model under consideration of the given criteria and data calculated using those criteria. The existing (DMU-1, Decision Making Unit) and VCTS shuttle-1 (DMU-3) operation schemes outperform the other two alternatives. The VCTS shuttle is an operation scheme in which a part of the units operate in shuttles around the city center; however, the other part operates on entire sections of a line. The existing operation scheme is superior because its ratio of input to outcomes is significantly lower than those of other schemes. This can be interpreted as an operator-oriented operation scheme in which the existing operation scheme seeks cost efficiency. Also, the VCTS shuttle-1 is superior because its ratio of outcomes to incomes is great than those of other schemes. This can be interpreted as because VCTS-based operation schemes are not operator-centric, but user-centric.
