ICT 거버넌스 개선방안에 관한 연구

Our society is accelerating the speed of non-face-to-face due to Corona 19 and the digital transformation throughout society. The government is pushing for a digital new deal to overcome the these environment. Effective ICT governance is needed to promote a successful digital new deal. ICT governance is an important system and should operate under a reasonable and efficient system for rapidly changing ICT environment. In this paper, we surveyed the ways to improve ICT governance in the era of digital transformation. To this end, in-depth interview was conducted and analyzed with five groups of experts in the ICT field. The MIC through the chemical combination of science technology and ICT did not have specific results, but needs to operate the current system efficiently. The dualization of broadcasting and communication promotion and regulatory policies into MIC and KCC requires improvement of policy functions. OTT policy promotion requires a control tower in the governance. Social policy consensus is needed on the establishment of a data agency. Based on these, three methods for reforming ICT governance were proposed.
