Abstract
The purpose of this study is to categorize perceptions held by major stakeholders of the sports voucher using the ‘Q methodology’, which researches human subjectivity, and to suggest improvements for the sports voucher based on a social welfare policy analysis model by Gilbert & Terrell. Through literature reviews and interviews, a Q-population was formed, and 34 Q-samples were selected. The Q-sorting was conducted with P-sample 40. Data analysis was performed using the QUANL program. As a result, four stakeholder perspectives (social equality, economic efficiency, social stability, and social integration) were identified. Key issues that emerged were opinions on the support period and unauthorized receipts. Emphasizing the importance of securing stable finances and long-term planning, the study proposed improvements such as adjusting the support period and amount, strengthening management and oversight of misuse, managing service quality, and introducing a voucher usage setting system.
